The Craven County Board of Commissioners unanimously adopted the fiscal year 2025–26 budget on a roll‑call vote, approving a balanced operating and capital plan totaling $160,927,630.
County staff told commissioners the ordinance bundles all county funds and outlines separate funds for fire‑department tax districts, the emergency‑telephone (911) fund, the opioid settlement fund, the school debt‑service fund and the county's capital reserve. The county's general tax rate for FY 2025–26 remains 0.4448 on a $15,000,000,000 valuation, staff said.
County staff explained the budget book also includes a schedule of fees and separate line items for enterprise funds such as water and the self‑insurance fund. The capital reserve fund was described as the county's primary mechanism for completing capital projects without borrowing.
In related action earlier in the meeting, the board adopted a resolution to authorize expenditures from opioid settlement proceeds in accordance with the state's memorandum of agreement. The adopted allocations included $127,272 for collaborative strategic planning, $200,000 for post‑overdose response, $50,400 for recovery support services and $2,289,050 for recovery housing support; county staff said the ordinance and accompanying resolution meet the state's MOA requirements for specifying strategies and amounts.
Commissioners praised staff for completing the annual budget process. A roll‑call vote recorded unanimous approval.
