Subcommittee recommends $2,005,985.38 in carryover and surplus appropriations to fund one‑time investments

The Springfield Public Schools Budget and Finance Subcommittee on June 16 voted to recommend that the full school committee approve appropriating $2,005,985.38 in carryover and other surplus funds to pay for a set of one‑time investments listed in the subcommittee packet.

District staff described the spending as largely one‑time purchases intended to impact student learning and outcomes. Items cited in the discussion included curriculum materials, human‑resources and recruiting work to support diversity, information‑technology purchases that leverage the federal E‑Rate discount program, and replacement girls' athletic uniforms requested by the athletics office.

An E‑Rate expert in the meeting explained that the Federal Communications Commission E‑Rate program provides discounts to eligible schools and that, for the item discussed, the district would receive an 85% discount; accordingly, the district would fund 15% of the $450,000 item in that line. "E‑rate is the U.S. Federal Communications Commission program that provides discounts on telecommunications and information services to eligible school entities," the consultant said, and the 85% discount meaningfully reduces the district's share of major IT purchases.

Subcommittee members expressed support for several targeted items, including the athletics uniform request; one member specifically thanked staff and leadership for moving the girls' uniforms request forward. Pat Roach and other presenters characterized the list as fiscally responsible use of a small carryover amount to fund needs that would not recur annually.

A motion to recommend the appropriation of $2,005,985.38 passed on a roll call with Miss Gresham and Miss Bruno Naylor recorded as voting yes and Miss Hurst absent. The recommendation will be forwarded to the full school committee for final action. The subcommittee did not change the list of investments at the meeting; staff indicated items are one‑time expenditures tied to curriculum, recruitment, IT and similar efforts.
