Council approves FY2025 budget amendments; mayor says Invista payment funded employee bonuses

City council approved proposed FY2025 budget amendments. The mayor said an unbudgeted payment from Invista allowed the city to fund bonuses for police, fire and other staff and emphasized the payment was not taxpayer funds.
The City of Orange approved staff-recommended amendments to the FY2025 budget. City staff described line-item adjustments and recommended changes to several departmental budgets.
During discussion the mayor explained the council’s decision to give bonuses to police, fire and city staff and said the payments came from an unbudgeted industrial-district payment from Invista — not from general taxpayer funds.
“As it says … the city received an unbudgeted industrial district agreement payment that is not taxpayer funds,” the mayor said. “This was an extra payment that came from Invista … the $1,300,000 … With that land gap, we decided to go and bless those who bless you and us as a community.”
Staff also listed proposed or recommended amendments including small line items such as security tags for the library, fencing for Central Fire and shop insulation; the council passed the motion to advance the budget amendments and directed staff to return with final items and street rehabilitation details for further discussion.
