The City of Orange council on May 27 approved several administrative actions tied to a Texas General Land Office (GLO) Resilient Communities Program award under contract number 23‑160‑075‑F020.
Staff member Miss Zito told council the city was awarded the grant to update the comprehensive plan and building codes and must reaffirm civil‑rights policies as a grant condition. Council approved a resolution to update and reaffirm those civil‑rights policies and separately designated authorized signatories for grant draws and contractual documents. Zito also asked the council to authorize execution of a grant administration contract; staff said Trailer and Associates had been selected in a 2023 RFP and the contract can now be executed because the grant was awarded.
The council also authorized construction contractors to be placed on a prequalified list under RFQ 2025‑21 to perform elevation work for approximately eight homes as part of the HMGP BR‑4332 elevation program. Zito said homeowners choose their contractor from the prequalified list and that the prequalification step was required so homeowners can select contractors eligible under the grant.
All motions passed by recorded Aye votes. Staff said these actions are standard pre‑award and administration steps required by the GLO grant agreement and that grant administration and procurement will follow the grant's rules and timelines.
