City council approves applications for multiple police technology grants, including license-plate readers and server storage

City of Orange staff presented and the council approved motions to submit multiple FY2026 grant applications to expand police technology and evidence storage.
Mister Zito told the council the city would apply for a State Homeland Security Program (SHSP) grant for license-plate reader cameras (Flock system) and for Project Safe Neighborhoods funding to add roughly 20 more Flock cameras, bringing the potential total to about 26 cameras across the city.
“This 1 is the SHSP, Homeland Security Grant for license plate reader cameras, for police department,” Zito said. “The 1 was for 6, this 1 is for 20. So it gives some total of 26 cameras throughout the city.”
Council members also approved an application for a JAG grant to purchase a body-camera video server to expand storage capacity because the police department is “running out of storage,” Zito said. The council also approved submitting for a robot camera for the SWAT team to scout potential entry points during high-risk incidents.
All grant applications were approved as requests to pursue funding; the council authorized staff to provide matching funds “if required.” No matching-fund amounts or final award decisions were announced at the meeting.
