Council restores previously approved fees in revised resolution; public works increases deferred

Sarah Garceau, the city’s parks and recreation director, presented a revised fee resolution that restores fees previously approved by the council and corrects formatting errors in earlier drafts. The council approved Resolution 2025-04 by voice vote on June 10.
"This packet that you're looking at today, although it is a fee resolution with a new resolution number, doesn't have any new fees. It simply restores fees that have been previously approved," Garceau said, noting that the public works fee increases discussed at the prior meeting are not included and will be returned later by the public works director.
Russ Wright, the city’s community development director, clarified that the city does not hold fee-bearing accounts that pay interest for development proposals and that consultant costs charged to applicants are reimbursements for actual costs rather than interest payments. "We don't grant interest for that money at all," he said.
Council members asked about parking at Cove Park boat launch. Garceau said a Discover Pass is not valid at North Cove; the city honors a Washington Department of Fish and Wildlife "wildlife access pass" that accompanies a fishing license for that property. The council approved the resolution on a voice vote after a motion to approve was made.
The resolution replaces prior inconsistent drafts from late 2024 and earlier in 2025 and consolidates the fees the council has previously acted on; newly proposed public works fees will be presented separately at a later meeting.
