Pompton Lakes to rebid Willowfield street improvements after bids exceed estimate

Borough officials told the Pompton Lakes Borough Council on May 14 that all responsive bids for the Willowfield Improvements Project exceeded the borough’s construction cost estimate and available funding. The borough received four bids; the lowest responsive bidder withdrew, leaving three bids above the budget.
Borough Administrator Michael Corelli and the borough engineer explained the next steps under New Jersey’s local public contracts law: the borough can rebid the project twice without substantially changing the specifications (a change greater than 10% of the estimate would alter the process). Corelli said staff will tighten some of the quantity estimates to reduce conservatism and rebid within about three weeks. He added the borough hopes some bids will come in lower on the second solicitation.
Corelli said, “We’re looking to rebid them and see how it works,” and described the immediate plan as reissuing the bid with adjusted quantities and accepting bids again; if specifications are changed by less than the statutory threshold the borough may later negotiate with contractors.
Council members did not object to the rebid plan. Staff identified the item as a priority to keep the project on a timeline consistent with available funding.
