At the May 27 meeting staff said the detailed engineering will span fiscal years 2024'25 and 2025'26; the board therefore approved advancing funds from unassigned fund balance into the general-fund consulting account for work incurred in each year until the village is reimbursed in full by the New York State Homes and Community Renewal Resilient Investment through Support and Capital Program (the grant program referenced in the record).
Village staff and the mayor said the project is already underway and that the engineering is necessary to confirm capacity on the downstream side of the crossing and to finalize plans for construction. The board voted to modify the prior resolution to permit multi-year funding of consultant payments; trustees recorded their votes in favor.
