The Airmont Planning Board voted May 22 to adopt a binding findings statement for the Rural Estates project and to issue a notice of completion, concluding the SEQR/EIS process for the application.
Ira Emmanuel, attorney for the applicant, and Jackie Hakes presented the findings statement as the distillation of scoping, the draft and final environmental impact statements, and the agency hearing record. Emmanuel described the findings statement as the document that explains the board’s reasons following the FEIS and prior public hearings.
Chair Friedman moved that the board adopt the binding findings statement and publish a notice of completion. The motion carried and staff said the project would proceed to the next phase of review — site‑plan review and technical plan submissions.
Emmanuel told the board that agency concerns about off‑street parking remain under discussion and that the board, per code, must determine how to count bedrooms and community spaces for parking calculations. Town reviewers said they would present any required interior floor plans and parking‑calculation language at an upcoming meeting.
The action on May 22 settled the SEQR/CEPA phase of review for the Rural Estates application; the planning board and the applicant will next address site‑plan details, interior floor plans for community rooms, and any ZBA variances required before building permits.
