The Navasota Planning and Zoning Commission on June 12 approved a final replat and subdivision improvement agreement submitted by JCLB Investments LLC to develop a 10‑lot single‑dwelling subdivision on about 4.0065 acres along Dove Crossing Lane and White Wing Street in Navasota.
City staff told the commission the final plat was reviewed under the city—s subdivision regulations and the Dove Crossing planned unit development zoning district, and that all public improvements required for this phase had been completed and inspected. City staff said the developer requested approval of a subdivision improvement agreement because two items remained unfinished: a covered cluster mailbox area and sidewalks to connect that mailbox area to Phase 1. "We—re recommending approval of the final plat and the subdivision agreement as presented," City staff said.
Under the agreement the developer opted to provide a cash escrow for the outstanding items, which staff said total $22,500. Staff said the developer would complete the cluster mailbox and sidewalk work within 90 days, with a maximum discretion period of two years if needed. Project owner Lee Burton was present for questions; staff said the cluster mailbox will sit near Dove Crossing Lane adjacent to four existing houses and will serve those homes and the 10 new lots.
Commissioner Copeland moved to approve the final replat application and subdivision improvement agreement; Commissioner Barcheck seconded. The commission took a voice vote; the chair recorded no opposition and the motion carried.
The approval clears Phase 2 to proceed to lot development; staff and the developer will follow the schedule and escrow provisions in the subdivision improvement agreement.
