West Allis discusses $19,875 residential market study update; decision deferred

The Community Development Authority discussed contracting Tracy Cross & Associates to update a 2021 residential market analysis and said the agreement would use city and related economic development funds. The authority did not record a formal vote on the contract during the public session.

“...we are starting to see that being added to the city and, which is with this additional development pressure, we want to ensure that we are hitting the mark with what is, you know, gonna be able to be absorbed in the area. And that's the biggest thing that the residential market study helps guide,” Sean Miller, a city staff presenter, said. He described recent and planned multifamily development near the Farmers Market and other downtown parcels and said the 2021 study encouraged adding missing‑middle housing such as townhomes.

Staff said the proposed contract amount is $19,875. The city would use a mix of local funds and other allocated dollars (staff cited possible EPA and economic development funds) to pay for the update. The item also appears on the Common Council agenda for consideration because the contract involves city dollars, staff said.

The authority announced it would take some related items into closed session for negotiations and due diligence under Wis. Stat. § 19.85(1)(e). No public vote recording for the Tracy Cross contract was entered in the CDA's public session minutes included in the transcript.
