“No. Mister chairman, tonight we're fulfilling a statutory obligation. We are still in the negotiation processing and development agreement all formalized. We have to wait for planning commission to approve the designs and [bid] bids for the construction and financing that come together,” Patrick Slausch, executive director of the Community Development Authority, said during the meeting. He said the site is currently under a land contract with F Street and that demolition is necessary because the property “is listed as a nuisance” after repeated break‑ins and vandalism.
Patrick Slausch described the proposed development as two phases: 50–52 garden‑style apartments in phase one and a roughly 100‑unit mid‑rise (about four stories above parking) in phase two. Slausch gave an estimated combined development cost of about $40,000,000 and said F Street bought the property for $860,000; that purchase price would be repaid at the time of construction financing.
Nick Young, representing F Street, told the authority he was “happy to answer more questions” as the developer completes due diligence. The authority noted an adjacent privately owned low‑income senior housing building would remain and that cross‑easements for rear access are part of ongoing due diligence.
The motion to authorize the sale and the resolution to approve the demolition agreement were put to a roll call. Members voting in favor included Wayne Clark, Alderman Dina Keane, Marty Weigel, Mike Suter, Richard Badger and Tom Medley; the motions passed.
Following adoption, the resolution will be submitted to the Common Council of the City of West Allis for approval as required by state law, the authority said.
Background: the authority held a public hearing before the vote to allow interested parties to comment. Authority staff said planning commission design approvals and construction financing must still be obtained before demolition and construction proceed.
