Committee approves amendment to add funds for Hartsfield-Jackson rubber removal and airfield markings

The ordinance on the agenda sought authority to waive competitive procurement provisions and execute an amendment with Highlights CBI joint venture for “airfield markings and rubber removal on-call contractor services … in an amount not to exceed $33,000,000,” as read into the record.
Jordan Beegler, assistant general manager for operations regulatory compliance at the Department of Aviation, introduced the item. Chris Jackman, assistant general manager for facility maintenance, told the committee the item corrects earlier contract-term language and explained staffing and workload constraints related to rubber removal. “It is just the amount of rubber on the 3 arrival runways that we're not able to keep up,” Jackman said, and added that while the department has trained staff and machines, manpower and the number of tasks overnight limit capacity.
During the exchange, committee members asked about contract term corrections and the requested funding breakdown. Jackman said corrections would change previously listed “1 2 year terms to 2 1 year terms” and discussed the funding request as increasing the contract total; committee discussion referenced additional funds that would bring the contract to an amount in the low tens of millions to cover fiscal 2025 and fiscal 2026 workload.
After discussion the committee voted the item favorable. The clerk announced “Vote is closed. 5 yays, 0 nays. The item is favorable.”
Next steps: the Department of Aviation will proceed under the amended contract terms. Committee members asked staff to clarify the term corrections and funding schedule as part of the implementation paperwork.
