Decatur County panel approves $60,000 startup for Indiana Treatment Center, funds sheriff’s mobile app; All For Ministries request tabled

The Decatur County opioid response committee voted to provide a one-time $60,000 startup payment to the Indiana Treatment Center to support intensive outpatient programming and associated services, approved a $26,009.40 three‑year subscription for a sheriff’s mobile app, and tabled a funding request from All For Ministries pending additional information and a brief public presentation.

Committee members approved the Indiana Treatment Center (ITC) funding after staff reported ITC would offer intensive outpatient programming (IOP), relapse prevention groups, biosocial assessments, individual therapy, peer recovery coaching and referral communications. A county staff member said, “If we can give them the $60,000, it would be start up cost 1 time only.” The committee noted the $60,000 would replace funds previously earmarked for another provider that has not executed a memorandum of understanding.

The committee also approved a three‑year contract to subscribe to a mobile application for the sheriff’s department (presented by a sheriff’s department representative, Bill). Committee members expressed uncertainty about program focus, staffing and how a requested $40,000 would fit within a roughly $200,000 program budget reported during discussion. Concerns included whether the program’s primary emphasis would be drug‑prevention or broader youth services, and how the requested county funds would be used. Committee members agreed to formalize a callback/presentation process: All For Ministries (represented at the meeting as Sefton) was invited to present for up to 10 minutes and to provide written answers to a list of questions the committee will circulate. The committee voted to table final funding until that follow up occurs.

The committee recorded that the JRAC (Juvenile/Recovery Advisory Committee) recommended full funding for the ITC proposal; committee members incorporated that recommendation into their approval vote. Staff said ITC had provided a draft MOU to guide services and that the $60,000 would cover program development, staffing and ramp‑up costs.
