Parks staff plan grand opening, boardwalk review and signage at Casper Mountain Trail Center while short-staffed

Parks staff told trustees that wayfinding signs have been printed and geological interpretive signs are ready for pickup, and that they have received an engineered design for the Trail Center boardwalk now slated for code review.
"I received a actual engineer design for the boardwalk. I briefly reviewed that. I believe that's going into the building department, to be reviewed for code and whatnot," Michael, Parks staff, said; he added he expects the boardwalk project to start "probably mid July."
Staff also described site improvements at Rotary Park and ongoing work on grading and gravel at House At Faker funded through a reimbursement grant. Parks reported two successful rentals at the Trail Center and said those events highlighted logistical issues in reservation timing, setup access and cleanup.
The department remains short-staffed on Casper Mountain: Michael told trustees he is still recruiting a full-time maintenance operator (equipment/grooming/dirt work) and a lodge caretaker who would also assist with campground caretaking. "I am still in search for staff. I have 2 positions I need to fill up there," Michael said.
Trustees and staff discussed a grand opening for the Trail Center. The board discussed dates and scheduling conflicts with community events including CNFR, Frontier Days and Sturgis; trustees agreed to target Aug. 16 for the grand opening and asked Parks to block reservations and confirm availability. Chairman North instructed staff to check the reservation calendar and block a date if available.
On event funding and logistics, Parks said the county cannot purchase food or drinks for the event; staff suggested in-kind raffle items and invited community groups and food trucks to participate. Staff said they will revise the Trail Center rental policy after recent events to clarify setup and cleanup windows.
Next steps: Parks will submit the boardwalk design to the building department for review, continue recruitment for two Casper Mountain positions, block the selected grand-opening date if no conflicts exist, and return to trustees with proposed rental-policy edits.
