Resident raises procurement integrity concern over solicitation for Atlanta Public Access TV operator

Adrienne Coleman Tyler addressed the Finance Executive Committee during public comment to raise procurement integrity concerns about an informal solicitation discussed at a recent City Utilities Committee meeting. "Yesterday in the CUC meeting, deputy chief of staff Austin Wagner and doctor Debari Samama scribe to the CUC that they are have initiated an informal solicitation review and, of proposals from selected organizations to become the permanent operator of Atlanta's public access center," she said.
Tyler said her concern is that the matter appears to be proceeding "outside of city code that requires a competitive bid and that the Department of Procurement is conducting that." She asked the Finance Executive Committee to review whether the process followed city procurement rules. "How does a private citizen or the mayor's office select, solicit, review, and consider, and negotiate with organizations on behalf of the city of Atlanta to take that space?" she asked.
Chair Shook asked Tyler to follow up in writing and said he would refer the matter to the city’s legal staff for review. Tyler said she would send an email with additional details; no formal committee action was taken during the meeting beyond an offer to have legal staff respond.
