Council approves Tesla supercharger special permit at 425 Washington St. with conditions

WOBURN, Mass. — The City Council on June 3 approved a special permit for Tesla Inc. to install three supercharger cabinets and related electrical equipment at 425 Washington Street, with conditions requiring the city clerk to receive the up‑to‑date stamped plans and that the council be notified of any later changes.
Ben Revette, identified as the engineer of record for the project, told the council the design had been adjusted “per the request of the council” and that the stall count was unchanged while some stall widths were modified and electrical equipment placed near the chargers. He said he had a stamped version of the plan and offered to forward it to the council.
Councilor Bowen said committee review had required a stamped plan and told the applicant he was willing to move the petition forward only if the stamped copy would be provided. “I’m happy to move forward this evening, providing you provide that stamped copy,” Bowen said. Revette said he would forward the signed, sealed plans to the clerk and that the project would still require building‑department review.
During discussion, the council and applicant agreed there would be no signage restricting spaces to electric vehicles other than any required Americans with Disabilities Act (ADA) signage. Revette said there would be ADA signage and that Commissioner Quinn would review the parking configuration for compliance. The council also noted that the building department review could produce additional changes and asked to be notified if Commissioner Quinn requested plan revisions.
A motion to grant the special permit with the two stated conditions passed on a voice vote: “All in favor? Aye. Any opposed? That passes.” The conditions recorded in the council discussion were: 1) the city clerk receive an up‑to‑date copy of the stamped plans (applicant provided a stamped plan dated 05/21/2025); and 2) if Commissioner Quinn requires changes after building‑department review, the council be notified of those changes.
The council also noted the project will go to the building department for permitting and that the applicant must provide the full‑size wet‑stamped plans for the city record.
