A central point of the discussion was how the city conducts interviews and forwards appointment recommendations to the City Council. The draft SMC 2.36 text specifies that, once applications are open, candidates are interviewed by a panel consisting of the mayor or designee, the council liaison, the planning commission chair and the director of community development. Commissioners confirmed that description reflects the commission's longstanding practice; they also debated whether the interview panel should bring a recommendation to the full commission or take that recommendation directly to council.
Commissioners agreed that the draft code reads as: the interview panel evaluates applicants, the mayor (based on the panel's decision) forwards a recommendation, and the city council confirms appointments. Commissioners asked staff to add or retain clarifying language in SMC 2.36 if the commission wants to preserve any variation of that practice before the council acts.
After discussion, a motion directing staff to request council adoption of the SMC 2.36 amendments and to adopt the rules of procedure as presented passed without recorded opposition.
The commission chair closed the item by asking staff to incorporate the commission's requested clarifications into the draft before it goes to council. The action taken at the meeting was a directive to staff; final adoption of the ordinance and the rules of procedure is a separate City Council decision.
