Village approves MOU with federal and state agencies for Green Bay Road bridge replacement, vows to salvage historic components

The Village of Lake Bluff Board of Trustees approved a resolution authorizing a memorandum of understanding with the Federal Highway Administration, the Illinois State Historic Preservation Officer and the Illinois Department of Transportation for the Green Bay Road bridge superstructure replacement.
Village staff said the MOU covers mitigation measures tied to historic preservation during the bridge replacement and calls for salvaging and storing reclaimable structural members for at least 10 years at the village public works yard and planning a roadside exhibit featuring historic elements of the existing bridge.
Village Administrator Drew summarized the negotiation process and said village engineers and the Illinois State Historic Preservation Officer negotiated terms to preserve as much of the historic fabric as practical. "After an extensive negotiation process with the Illinois state historic preservation officer, village engineer, Anson, and village administrator, Irvin, recommended approval of the attached resolution and MOU," staff said.
The village's project budget contains funding for the additional preservation features, staff said. Trustees asked about practical logistics of salvage and display; staff said the contractor will be asked to cooperate and the village will salvage what is practicable and store it for future exhibit or monument use.
The resolution authorizing the MOU was approved by roll call; trustees recorded aye votes and no opposition was noted in the meeting transcript. Staff said final decisions about the salvage extent will depend on the condition of removed materials and contractor method of removal.
No construction contract award was finalized at the meeting; the vote authorized entering the MOU and moving forward with final IDOT approvals and plans for bidding.
