Todd Regan, aviation project manager for Citrus County, told the board adoption by the Board of County Commissioners would make the standards active for county airports, saying, “as soon as the minimum standards were adopted by the BOCC, they would become active for the airports.”
Board discussion focused on the cost and practicality of a uniform requirement for FBO staff at Inverness and Crystal River airports. One board member said requiring multiple shirts per employee could impose a new cost on small FBOs; a speaker estimated about $100 for five shirts per employee. Several members questioned whether the uniform provision was necessary for the county’s smaller airports, noting the original rationale—uniforms help identify staff at larger facilities—may not apply locally.
Members also raised the airports’ obligations after accidents and the need to cross-reference FAA and NTSB reporting rules. A staff speaker said it would be useful to add hyperlinks to official FAA and NTSB guidance rather than restating thresholds word-for-word so the document remains accurate if federal rules change. The board agreed to add language directing readers to relevant FAA/NTSB reporting procedures.
A motion to accept the minimum standards with the exceptions (removal of the uniform requirement and insertion of NTSB/FAA references) was moved and seconded by board member Mark Klinger Klingle; the motion passed by voice vote with those present saying “Aye.” The board asked county staff to forward the package to the Federal Aviation Administration for review and then to the Board of County Commissioners for approval.
Next steps: The standards will be submitted to the FAA for review, after which county staff expects to return the package to the Board of County Commissioners for final action. The advisory board recorded no roll-call vote; the approval was a voice vote in the meeting and did not itself change leases or county contracts until the BOCC acts.
