Hollidaysburg Borough Council heard multiple residents urge continued work on Gaysport flooding mitigation and voted to reallocate Community Development Block Grant (CDBG) funds temporarily earmarked for a fence around the planned stormwater detention pond.
Residents from Gaysport thanked the council for continuing efforts to reduce flooding and asked the borough to keep the project on future agendas. Gerard Veil of 109 Bedford Street and Elder Booth of 141 Bedford Street commended council and the Sewer Authority for planned measures including a stormwater retention pond and removal of storm drains from a combined sewer in Lower Gaysport.
Borough staff reported the phase‑1 historic resources report for the Gaysport mitigation site was submitted to the State Historic Preservation Office on May 22; the office has 30 days to respond and staff expect it may take the full review period. Staff said they will notify council if a phase‑2 study is required — a development that can delay work.
Separately, council approved Resolution 2025‑19 to reallocate CDBG funds that were originally assigned to pay for a fence at the Stoll Farm stormwater detention pond. Because those CDBG funds (from a 2021 allocation) would expire in February 2026 if not spent, the borough will redirect them to removal of architectural barriers and new curb projects at a list of intersections and sidewalks. Council said future annual allocations will allow the borough to construct the pond fence later if needed.
The curb and barrier removal projects named in the reallocation include Mulberry and Wayne Streets, Jones Street next to Hometown Market, Allegheny and Jenny Streets, Jenny Street and Strawberry Alley, Allegheny and Condren Streets, Park and Hewitt Streets, and Union Street in front of the junior high. Council and staff emphasized the reallocation preserves the use of the original funding stream while ensuring the borough does not forfeit money that would otherwise expire.
