Board Member Frank Espinosa moved to renew the district’s legal counsel contract for a two-year term effective June 12, 2025, through June 11, 2027; Martha Castillo seconded the motion and the board approved it, with an abstention recorded on the public transcript.
The board also adopted a resolution approving a contingency-fee legal services agreement with JCA Law PLLC and Anguera LLP and recorded the findings required by the motion to permit submission of the agreement to the Texas Attorney General for approval under the referenced statutory process. The motion was seconded by Sergio Delgado and approved by the board.
Separately, the board voted to enter a contingency-fee legal-services agreement with JCA Law PLLC and Guerra LLP, and authorized the board president to execute that agreement to pursue litigation and potential recovery of damages against social media companies resulting from student social media usage. That motion passed after a second by Ms. Garcia.
The motions were taken after the board’s closed session and were recorded on the public transcript; the board instructed staff to proceed with the steps necessary to submit the contingency agreement for the Attorney General’s review as required by the referenced statute, and to execute the contingency agreements where authorized.
