Scott County Fiscal Court adopted Ordinance 25-01 on June 13, 2025, approving the county's fiscal year 2025-26 budget and appropriations with a total of $71,709,508 across all funds.
The ordinance, read in full at the meeting, appropriates $51,204,004.37 for the general fund and includes line items for public safety ($18,378,004.39), general government ($13,132,578), and recreation and culture ($2,180,008.13). The road fund totals $6,427,007.80 and the jail fund totals $6,000,001.84. Capital improvements are budgeted at $6,822,005.80. The court voted to adopt the ordinance by motion; the motion passed on voice vote.
Court leaders and the budget committee framed the plan as a stewardship document that invests in county staff and core services. The adopted budget provides a 3% cost-of-living adjustment for employees while maintaining current benefits, and it adds personnel identified as priorities in public safety and planning, including additional SRO positions and a fire marshal post.
Magistrates on the budget committee described a detailed review of departmental line items and said they looked for opportunities to limit waste and ensure funds match the county's needs as it grows. The court also noted one-time capital spending in the prior year means the 2025-26 plan focuses more on service delivery and staffing than large capital outlays.
Administrators said the pay adjustments take effect in the new fiscal pay period beginning July 5, with increases reflected on pay statements later in July. Officials also said letters and communications to employees about compensation changes will be issued in late June.
The ordinance requires publication by title and summary within 30 days of adoption and becomes effective upon passage and publication.
