Council hears bid recommendation for water distribution Phase 2; low bidder is Veil Construction

Hoschton staff told the council they recommend awarding the Phase 2 water distribution improvement contract to the low bidder after a highly competitive procurement process.
Jerry Hood said the Phase 2 project continues work on the city's 12-inch waterline grid and drew 12 bids — the most competitive the presenter said he had seen in years. "We advertised that project appropriately, opened bids on May 6. You received 12 bids on that project," Hood said. He identified the low bidder as Veil Construction of Jefferson and said that company’s price was about $200,000 lower than the next two bidders.
Hood said staff conducted follow-up interviews with the low bidder to confirm its pricing and capacity, noting the firm is local and that low mobilization costs helped keep the bid low. He recommended the council pass a resolution to award the contract and, if approved, staff would assemble contract documents, verify bonds and insurance and begin work.
A council member confirmed the pipeline route would come down New Street; Hood replied yes and acknowledged the city will need road repair funds after the waterline work is complete. Hood estimated a start near Aug. 1 and a finish by the end of the year and confirmed the bid was within the city’s budgeted amount.
