Borough and county RDA pursue conservator process for two blighted properties to produce homeowner units

Councilors reported ongoing work with Delaware County officials and the Redevelopment Authority to address blight through an intergovernmental agreement that allows county funds to be used to remediate vacant and abandoned properties.
Councilors said two properties have been identified and the county RDA is engaging developers prepared to use a conservator process — a court-supervised path that gives a developer control to remediate and redevelop problem properties. The borough emphasized that redeveloped units are intended to be sold to primary homeowners rather than used as investor rentals.
"They are engaging developers who will actively come in through a conservator process... once they are redeveloped, they will be sold for primary homeowners," a councilor said. The councilor estimated an average redevelopment timeline of approximately nine months to a year from start to finish but did not provide contracts or developer names at the meeting.
Councilors described the effort as a tool to return distressed properties to productive use, reduce recurring abatement and code enforcement costs and increase owner-occupied housing stock in the borough. Staff will continue coordination with county officials and the RDA and will update council as projects progress.
