Council signals support for Industrial Development Board bylaws as amended

The Lewisburg City Council on June 10 reviewed amended bylaws for the city's Industrial Development Board (IDB) and approved a motion expressing support for the bylaws as amended. Council members said the IDB had courteously circulated the draft changes; most changes were wording updates and one provision removing a requirement for council approval of bylaw amendments was taken out of the draft the council reviewed.
City legal staff explained that, under Tennessee law governing industrial development boards, the IDB itself typically has the authority to amend its bylaws without requiring council approval after the board is chartered. The city attorney advised the council that while the council could adopt a resolution stating support for the IDB's bylaws, such a resolution would not alter the IDB's legal authority to adopt or amend its bylaws.
Council members moved and seconded a resolution to support the Industrial Development Board bylaws as amended and expressed appreciation for the board's efforts. The council recorded the motion and proceeded with a roll call; the transcript records the motion and second and indicates the council approved the expression of support.
Council members said they wanted to convey support while acknowledging the IDB's statutory authority and noted that the copy before council had removed language that had suggested council approval was required for bylaw amendments.
