Mayor Eaton established a quorum after roll call and asked for a motion on Item 6, to adjourn to the Merrill Ranch Community Facilities District No. 1. A council member moved to adjourn; the motion was approved by voice vote with all members present responding "aye." The council then moved under Item 7 to adjourn into an executive session between the Town of Florence Council and the Merrill Ranch Community Facilities District No. 1; that motion also passed by voice vote with no recorded opposition.
No members of the public signed up to speak during the public comment period. Council rules, reiterated at the meeting, limit public comments to three minutes and prohibit council discussion or action on matters not noticed on the agenda during open call to the public.
The roll call at the start of the special meeting recorded Mayor Eaton, Vice Mayor Adam, Council Member Neal, Council Member Bucielato, Council Member Maldonado, Council Member Besina and Council Member Bedford as present. A short moment of silence for an Apache Junction police officer was offered earlier in the meeting, and then the council moved to the procedural items that led to the adjournments.
A member of the council misstated the district name aloud as "Merrill Lynch" while making the motion; the record and subsequent remarks identify the entity as the Merrill Ranch Community Facilities District No. 1.
