Board previews methodology revisions for water quality certification fees; adoption not expected until FY 2026–27

Staff for the State Water Resources Control Board said the water quality certification program is developing methodology revisions for several fee categories and will continue stakeholder engagement before any change takes effect.
At the meeting, Cassandra White summarized a May 7 water quality certification stakeholder meeting in which program staff presented proposed methodology revisions for categories A and E. “Based on the feedback received from the meeting, we will continue to work with program to flesh out the concepts,” she said. Staff are also analyzing fees for routine maintenance projects as part of that review.
White and David Ciccarelli said any adoption of revised fee concepts would not take effect in the current fiscal year; staff expect changes earliest for fiscal year 2026–27 and said the next stakeholder meeting on the certification proposals will be scheduled in October or November. White reminded stakeholders to sign up for the board’s fee‑regulations mailing list for updates.
No formal proposal was adopted at the meeting. Staff framed this agenda item as an update and invited stakeholders to submit further feedback and attend upcoming meetings.
