Committee supports board sunset bill that extends board's term and adds technician advisory committee; members flag staffing and immunization concerns

The Legislation and Regulation Committee reviewed Assembly Bill 1503, the board-sponsored sunset measure that would extend the California State Board of Pharmacy’s operation to Jan. 1, 2030, and enact several policy changes the board included in its sunset report.

Jessie Crowley, chairperson, summarized the measure and noted it includes a provision to require the board to establish and appoint a pharmacy technician advisory committee. The draft bill also includes proposed pharmacist‑to‑pharmacy‑technician ratio language that would allow a pharmacist in charge to establish a ratio of up to four pharmacy technicians per pharmacist — a provision the materials noted exceeds the board’s own prior recommendation. The board’s packet shows the board had adopted a support position on the sunset measure; the committee affirmed that support during the meeting.

Members also discussed broader policy context. Crowley said the ongoing removal of CDC Advisory Committee on Immunization Practices (ACIP) elements from national guidance has heightened concerns about patient access to immunizations and “gives more reason why a standard of care model may be appropriate moving forward,” a policy framing that committee members mentioned in the meeting. Members did not adopt new amendments at this meeting but recorded support for the sunset bill and asked staff to continue to track implementation issues and related rulemaking.

The measure includes board‑sponsored provisions and other changes taken from the sunset report; it will continue in the legislative process. Staff indicated they would update meeting minutes and follow up on any typographical corrections in the agenda packet noted during the session.
