Missoula County staff present revised NPO/MPO agreements for state redesignation; commissioners approve

Missoula County staff brought three revised cooperative planning agreements to the Board of County Commissioners for inclusion on the county consent agenda, saying the changes are procedural steps required by a pending redesignation of the metropolitan planning organization (MPO) to a new NPO arrangement.
The revisions cover three existing documents: the cooperative performance-based planning agreement (aligning MPO performance measures with state targets), the intergovernmental agreement on use of PL funds (how city, county and MUTD use federal planning funds), and the agreement that codifies the planning process and committee structure. County staff said the substantive operations of the MPO/NPO will not change; the edits mainly replace references to the current “planning board” with the new TPCC designation and update a few bylaw references and legal language requested by MDT.
“These are existing agreements. They had to be revised as part of our redesignation,” said an NPO/MPO staff member presenting the items to commissioners. The staff member told commissioners John Hart had reviewed the documents and that the state (Montana Department of Transportation) must distribute signature copies and finalize the process.
Commissioners offered no substantive questions during the presentation. A motion was made and seconded to approve the consent item that included the three revised agreements; the board voted to approve the consent agenda item. County staff said the state will circulate the documents for signatures and that, after signatures from the city and MUTD, the state will return them for final signatures.
Background provided by staff listed no operational changes to the MPO: committee structure and how PL funds are used will remain the same, apart from updated references and MDT-requested legal language. Staff said the redesignation package will be submitted to the governor once the documents are finalized.
The revision is a procedural step tied to a federal/state planning process and does not change existing MPO services or programs, according to county staff.
