City seeks parcel adjustments at Marilla Park to advance recreation bond project; commission approves

The Planning Commission approved the City of Morgantown

pplication to subdivide and consolidate portions of Parcel 203 with Parcels 201 and 202 at Marilla Park to support the next phase of planned recreational improvements.

A city representative said the yellow-shaded area on the map is unimproved land adjacent to the skate park and tennis courts and that the city intends to build additional amenities including tennis and pickleball courts, basketball courts and a new skate park as the next phase of the Marilla Park project. "Time is of the essence," the city representative told the commission, explaining a bond transaction is scheduled to close in the coming weeks and the city needs the parcel configuration in place for the financing structure.

Staff recommended approval and noted that condition 1 had already been satisfied that day; the commission voted to approve subject to remaining packet conditions. The city said the parcel will be conveyed to the Morgantown Building Commission as part of the bond transaction and then leased back to the city, a process the city used previously for pool complex financing.

Why it matters: the parcel changes clear a legal step needed for bond financing and the next phase of park construction, which includes community recreation facilities.

The commission approved the subdivision and consolidation unanimously; staff will review three original copies of the plat before recording and the city will proceed with the financing and contracting steps independently of the planning commission.
