Mountlake Terrace notices intent to begin annexation process for 2422940 Eighth Avenue West

The city notified the Mountlake Terrace City Council that a property owner has filed a notice of intent to begin annexation proceedings for a single property at 2422940 Eighth Avenue West.

Senior planner Sarah Pizzo said the request was received May 15 and that the parcel is 0.4 acres (17,269 square feet), is surrounded by incorporated city limits on all sides, and lies inside the Mountlake Terrace urban growth area in Snohomish County’s plan. The owner seeks annexation to connect to city sewer; staff said the property has failing septic.

Pizzo said council must decide whether to accept the geographic area proposed for annexation, whether to require simultaneous zoning adoption, and whether the annexing area must assume existing city indebtedness. Staff recommended that on June 26 council pass a resolution accepting the area, require simultaneous zoning adoption, require assumption of any city indebtedness, and authorize circulation of an annexation petition as the next step.

Council members asked clarifying questions about whether the site is isolated (a county island) and whether neighboring parcels would be included. Pizzo said the parcel is a single unincorporated island parcel surrounded by incorporated properties. If the petition proceeds to signatures, staff said a public hearing on the petition will follow.
