County staff says ARPA rules block reallocation of $25,000 to Oakland water improvements

The Hancock County Commission did not move forward on a request to reallocate $25,000 in American Rescue Plan Act (ARPA) funds to the Oakland PSC water system improvements project after county staff warned the change could violate federal conditions.
A letter on the agenda requested moving $25,000 "from the Toms PSC route to water project to the Oakland PSC water system improvements project." A county staff member told the commission that because the funds are federal ARPA dollars and the last allowable reporting period for those funds concluded in December 2024, making changes now "would be violating the conditions of the money." The staff member said a motion would be inappropriate and the commission moved on to the next agenda item without approving the transfer.
No vote to reallocate the ARPA funds occurred at the meeting. The county packet included reporting on the ARPA awards, and the staff member said required reporting had been completed as of December 2024.
