Board renews workers' compensation insurance through broker; explains best-value procurement

District staff explained that the procurement used a broker and a best-value RFP process rather than simply selecting the lowest dollar bidder. A staff speaker said the broker is engaged to find the most qualified vendors and that the broker's fee is paid directly; they described the process as one that establishes the "lowest responsible bidder" through the broker's expertise. The speaker said the district had previously worked well with the incumbent (referred to as Incova in the transcript) and that the renewal stayed within the budget prepared by the finance office.
