Board aligns parking-violation fines with administrative adjudication system, adds higher fine for repeat offenders

The Westmont Village Board approved ordinance amendments to align parking penalties with the recently adopted administrative adjudication system and to add a higher fine tier for repeat parking violators.
Attorney Zemeniak said the changes were primarily housekeeping to ensure consistency between the new adjudication process and the fine schedule in Chapter 54, Section 54-101. The board subsequently approved an amendment to Chapter 78, Section 78-519 to add a higher fine for vehicles accruing six or more parking violations, consistent with the police department’s request. Attorney Zemeniak said the revised fines remain within statutory maximums.
Trustee Little moved approval of the Section 54 amendment; Trustee Scales seconded and the board approved it unanimously by roll call. For the Section 78 amendment (higher fines for sixth and subsequent violations), Trustee Guzzo moved and Trustee Little seconded; the board likewise approved the change on a roll call vote.
Staff framed the changes as updates to the fine schedule required by state statute and by the village’s new adjudication procedures; the board did not change the adjudication system itself, only the fine schedule for consistency and to add a repeat-offender tier.
