The Town of Moraga on June 11 adopted the town’s annex to the 2024 Contra Costa County Local Hazard Mitigation Plan, a document the county prepared and submitted for Federal Emergency Management Agency review and approval.
A councilmember asked how much staff time and expense the town had incurred preparing the annex and whether the plan is updated annually. Staff responded the county funded most consultant work, the town contributed staff time, and the plan is updated every five years. The council sought clarification about a fire hazard severity zones map in the plan that appears to reflect older data.
Staff said the county submitted the plan to FEMA and FEMA approved the document in January; subsequent map changes would require the town or county to reenter the FEMA review process, so accounting advised capturing those map changes in the next five‑year update. Councilmembers acknowledged that some residents still believe there are "no hazards" in Moraga and expressed appreciation for clarification.
The council approved the annex by motion and voice vote. Staff recorded the approval and said they would report back to council if any future map‑update work were required outside the regular five‑year cycle.
