Moraga adopts updated Contra Costa County 2024 hazard mitigation plan annex

The Town of Moraga formally adopted the town annex to the 2024 Contra Costa County Local Hazard Mitigation Plan at its June 11 meeting.
Councilmembers asked about staff time and costs associated with preparing the plan and whether the hazard severity zone map in the plan was current. Staff said the county and consultants funded most of the work and that town staff met periodically with consultants; exact staff-hour accounting was not available at the meeting. A councilmember raised that the fire hazard severity map on page 64 appeared outdated.
Staff explained the county-submitted document had been approved by FEMA in January and that map updates that occurred after FEMA approval would require the town to initiate a separate process and resubmit; staff said those definitive map updates would be captured in the next five-year update. After discussion the councilmember who had pulled the item moved to approve the updated plan annex; the motion was seconded and approved unanimously.
Town staff agreed to follow up with additional detail if the council wanted a more precise accounting of local staff time invested in the plan’s preparation.
