Moraga council adopts ordinance advancing housing element; R‑20 parking standards to be revised later

The Town of Moraga Town Council on June 11 unanimously adopted an ordinance amending Title 8 of the Moraga Municipal Code to implement provisions of the town’s 2023–2031 housing element.

Staff told the council the ordinance restores the current parking standards for the R‑20 zone rather than deleting them now, and clarifies language about carryover sites to reflect compliance with the Subdivision Map Act. Staff said the R‑20 parking standards will be revised later as part of a comprehensive R‑20 update that will go through the Planning Commission and return to council.

Planning staff explained the two changes as minor adjustments to the 35‑page ordinance submitted for second reading: restoring the existing R‑20 parking requirements so they can be revised together with other R‑20 development standards, and adding an explicit Subdivision Map Act reference so projects that are subdivisions are treated consistently with that state law. The staff presentation noted the housing‑element implementation program already includes a separate process to revise R‑20 development standards in the coming months.

The council waived a second reading and adopted the ordinance by roll call vote, recorded as unanimous. Staff said the comprehensive R‑20 revisions are expected to proceed through the Planning Commission before returning to the council for final action.

Next steps: staff will proceed with the comprehensive R‑20 standards work plan, including public hearings at the Planning Commission and follow‑up council hearings; the ordinance adopted tonight implements the housing element provisions except for the R‑20 parking rewrite, which will be handled as a separate package.
