Moraga council adopts ordinance amending Title 8 to implement housing element changes

Town staff presented minor changes to a recently introduced ordinance to implement provisions of Moraga’s 2023–2031 housing element and asked the council to waive additional reading and adopt the ordinance on June 11.
Staff explained the two adjustments: restoring existing parking standards in the R‑20/R‑2024 zone so parking standards can be revised comprehensively in a future R‑20 update, and clarifying language about carryover sites to reference the Subdivision Map Act. Staff said the R‑20 standards and other development standards will be revised together in a forthcoming process that will go to the planning commission and back to council.
After brief council questions asking whether the change simply referenced existing laws, a councilmember moved that the council waive the reading and adopt the ordinance amending Title 8 of the Moraga Municipal Code. The motion was seconded and approved by roll call; councilmembers voted aye and the mayor stated the vote was unanimous.
Staff noted the ordinance was dense and had previously been presented at a hearing two weeks earlier; no further public comment was offered at adoption. The ordinance as adopted restores the R‑20 parking standard pending the separate R‑20 code update and clarifies eligibility related to subdivisions and the Subdivision Map Act.
