Worcester License Commission approves multiple one-day permits, records several postponements

The Worcester License Commission on July 10 approved a batch of one-day liquor and entertainment permits and several administrative license updates while postponing multiple status and transfer hearings to later meetings.

Commissioners unanimously approved one-day liquor and entertainment licenses for scheduled summer events, including an African Festival at City Hall, a large birthday event at the Ecotarium, recurring beverage service tied to the Van Gogh Immersive Experience at the Mercantile, a multi-night series of service at Craft Beer Holdings II, and a Joyner Lucas album listening party at City Hall. The commission also approved routine corporate-record updates and changes of manager for several establishments. Several hearings that required additional paperwork or attendance were continued to July 24 or August 7.

Most significant approvals and administrative actions

- African Festival (Franklin Street / City Hall), Aug. 2: Approved for live music and dancing, one-day entertainment license; organizers told the commission they expect about 5,000 attendees and have arranged police detail and portable restrooms. Sergeant Thomas Needham told the commission: “No transfer of alcohol from the restaurant along the sidewalk to the garage area.” (Motion and approval recorded; commissioners present voted yes.)

- Ecotarium (222 Harrington Way), July 19: Approved one-day liquor and entertainment permit and a separate entertainment license for recorded music/radio during the organization’s 200th birthday event; applicant Caitlin Williams said the event expected “5,000 plus people” and that TIP-certified bartenders and staff would manage access and service.

- Craft Beer Holdings II, LLC (Mercantile Building): Approved a series of one-day liquor and entertainment licenses to provide beverage service in the Mercantile building and adjacent plaza concurrent with the Van Gogh Immersive Experience; attorney representation noted ongoing oversight measures including TIP/ServSafe staff, ID checks and security. The commission recorded approval for the listed dates.

- Joyner Lucas album listening party (City Hall), July 17: Approved for recorded music/DJ from 8 p.m. to 11 p.m.; applicant Chris Martin said he expected roughly 1,000 attendees and that City Hall restrooms would be available.

- Reginaldo Grilla / private event (Commercial Street), July 12: Approved one-day liquor and entertainment license; applicant Jose Duarte said he expected 150–200 guests and outlined security staffing.

- New Chicken (318 Park Ave): Approved a new food-service operation (no alcohol) with daily hours 11 a.m.–10 p.m.

- Worcester County Mechanics Association (321 Main Street): Approved change of manager; Kelsey Miller of the association said she has served as deputy director and is taking over as manager.

- AAM Worcester Service, LLC (503 Plantation Street): Approved change of manager and pledge of license; Curtis Smith said the hotel is closed for renovation and is slated to reopen in late summer.

- Corporate/name/address updates: The commission approved record-keeping updates and corporate name changes for several licenses, including applications to change Worcester Restaurant Corp listings to Via Italian Table Inc. and to 111 Chop House Inc., describing these as clerical updates to match Secretary of State records.

Postponements and continued items

Several matters were continued because paperwork remains outstanding or the commission required attendance. Notable continuances:

- J.F. Sergeant Thomas Needham of the Worcester Police Department cautioned on methods of alcohol control between adjacent premises, saying: “No transfer of alcohol from the restaurant along the sidewalk to the garage area.” Caitlin Williams, the Ecotarium’s representative, described event staffing plans and that “TIP certified bartenders” will be used for alcohol service.
