On June 11, 2025, the Logansport Board of Public Works and Safety voted to waive a $1,000 fine issued to the owner of 1918 George Street on the condition that no further code violations occur at the property during the following 12 months.
Resident Rosa Almagay appeared at the board meeting and described constraints that have affected her ability to keep the property tidy. “I'm a single mom. I work I have 3 kids,” Almagay said, explaining limited time and difficulty coordinating pickups and cleanups. Code enforcement staff described a history of contacts and a pending fine related to mattress removal and other property maintenance issues. Randy, the city's code enforcement officer, said staff and the board have tried outreach and that, after repeated noncontact, fines and ordered cleanups are the city's enforcement tools.
Randy told the board the city staff had previously collected mattresses and that on similar cases a city cleanup would cost roughly $325–$400 for mattress pickup and more if a truck and dump fees were required. Randy said the city had tiered fines and noted the board’s authority to escalate penalties; he told Almagay, “if you wouldn't have shown up today, I probably would have placed a $5,000 fine on the property.”
Board members said communication with code enforcement going forward would be the key condition. The board's motion to waive the $1,000 fine included the explicit condition that no additional violations occur within 12 months; if violations recur in that period, the $1,000 fine would be reinstated and could be increased. The motion passed with recorded affirmative votes from Mayor Chris Martin and Board member Levi Jones.
The board and staff also noted assistance options: city crews can perform targeted cleanups at a lower cost than a tiered fine would impose, and staff can help arrange dumpsters, pickup dates and provide information on scheduled collection. The board asked Almagay to maintain contact with code enforcement so staff can coordinate any needed help to bring the property into ongoing compliance.
