The board chair and staff said the first‑reading approach gives members time to review the changes and pull any item from consent for full discussion.
Key items discussed: Public Chapter 225 (Pre‑K eligibility) — A new state law allows districts to enroll additional children in pre‑K when the number of at‑risk children seeking enrollment does not exceed class size maximums. District staff said White County already practices a version of this policy for locally funded pre‑K programs but noted federally funded pre‑K programs have stricter eligibility and threshold rules; staff said they would provide the exact thresholds for federally versus locally funded programs.
Recess law changes — Board members asked how the new requirement that shifts recess rather than the prior weekly total (the transcript referenced moving from 130 minutes per week to a 40 minutes per day requirement) would be accommodated. Staff said the district’s universal elementary schedule has reduced transition time and offers flexibility, but added that the extra recess minutes will likely come out of instruction time (primarily social studies and science), not from math and ELA minutes that the state code protects.
Nonvoting student board member rule changes — Board members asked whether the district must limit nonvoting student representatives to one (junior or senior) under recent bills. Staff said White County’s existing practice of including both a junior and a senior advisory representative appears to remain allowed and the district was “ahead of the curve” on that issue based on the law’s flexibility for districts already using advisory student members.
Other policy housekeeping: The board approved on reading proposed edits to personnel policies that name the district’s complaint managers and Title IX coordinator: the student data supervisor will be listed as a complaint manager alongside the HR director (Jennifer Rigsby) as the female complaint manager, and Stephanie Davis was named as the updated Title IX coordinator and special populations supervisor as part of personnel changes recorded in the packet.
Next steps: Staff will circulate the full TSBA package and the cited bill language again, provide thresholds and clarifications for pre‑K and return the recommended policies for final action at the July meeting.
