Township approves sesquicentennial band grant, library fee waiver and event alcohol with insurance

The Riverside Township Board on June 10 approved multiple event funding and permit requests tied to the village’s sesquicentennial and other community activities.
The board approved an out‑of‑cycle community partnership grant of $1,600 to the Riverside sesquicentennial committee to pay a band for the “150 soiree” set for Aug. 9, 2025. “Our request is to fund the cost of a band for the 100 and fiftieth soiree,” Ron Delcote, director of Parks and Recreation and staff liaison to the sesquicentennial committee, told the board. The band will perform on the train platform at Guthrie Park and the committee said non‑soiree attendees may also enjoy the music. As part of the sponsorship the committee offered a ticket for every elected township official and agreed to place the township logo on event banners and promotional material. Trustee DeCostela moved approval; Trustee Clark seconded; the motion passed in a roll call vote with Trustee Clark, Trustee DeCostela and Supervisor Wilt voting yes.
Separately, the board granted the Riverside Friends of the Library a waiver of the $300 rental fee for a bingo fundraiser; the board recorded that it would still require a $200 security deposit and an insurance certificate because alcohol will be present. A motion to approve the library’s request — to waive the rental fee and allow alcohol with required insurance — passed on a unanimous roll call.
The board also approved the mental health board’s request to serve alcohol at a pizza reception after the board’s June 18 meeting, contingent on the township receiving the required insurance certificate. Trustee DeCostela moved the motion; Trustee Clark seconded; the roll call vote was unanimous.
On publicity, the board authorized a one‑time quarter‑page “well‑wisher” advertisement in the local Delaplane magazine’s August sesquicentennial issue at the quarter‑page rate ($399). The board heard that the issue is distributed broadly in and near the township, is published every other month, and that the ad deadline is June 20 (noted in the meeting as “next Friday” from the June 10 meeting date). Trustee Clark moved the motion and Trustee DeCostela seconded; the motion carried.
Board members discussed funding sources and committee fundraising. Ron Delcote said the village is covering staff time and will cover any funding shortfall; fundraising activities include auctions of street signs and contests. The committee reported mixed success with sign auctions (one sign reportedly reached $600). Board members asked why the township was approached outside the normal grant cycle; Delcote said the committee deferred the request until it assessed funds available and then made the out‑of‑cycle ask.
Decisions made at the June 10 meeting were recorded as formal approvals. The board directed the clerk and staff to process payments and ensure required insurance certificates and security deposits are received before events involving alcohol.
