Sedalia council fails to extend dispensary hours; vote stalls at 5-yes, one abstention

The City of Sedalia on June 2 considered and ultimately did not pass an ordinance to amend city code to extend operating hours for marijuana dispensaries from 8 p.m. to 10 p.m.
City staff presented an amendment described as revising "Chapter 12.6.10" of the city code to allow dispensaries to remain open until 10 p.m., a change staff said was intended to align local operating hours with demand and practices elsewhere in Missouri. The council moved the ordinance (Bill 2025-101) to a final vote but it failed because it did not receive the six affirmative votes the city requires for passage.
Roll-call votes recorded Foster (yes), Franklin (yes), Robinson (yes), Boggess (yes), Cross (yes), Hiller (abstain) and Scribner (absent). The mayor pro tem stated the bill "fails because we don't have 6." The meeting record shows the final tally as five yes, one abstain and one absent.
During public comment, Jason Unwin, who identified himself as a Coal Camp resident and former law enforcement officer, urged the council to limit legal access to cannabis and raised concerns about public-safety and social impacts he associated with broader legalization. "Just because it's legal doesn't make it right," Unwin said. He cited drug-related incidents and concerns about increased homelessness and public-safety demands in other states that legalized cannabis.
No procedural amendments or substitute motions were recorded during the vote. The ordinance therefore failed; no changes to the city code were made at the meeting.
