Subcommittee backs insurance coverage expansion for perimenopause and menopause treatments

On June 12, 2025, the Ways and Means Human Services Subcommittee considered House Bill 3064, which would require health insurance plans to cover treatment of perimenopause, menopause and post-menopause, and moved the bill to the full committee after adopting an amendment addressing fiscal impacts.
LFO staff told the subcommittee that the measure requires coverage to include hormone therapy, medications to treat or prevent osteoporosis, and selective serotonin reuptake inhibitors (SSRIs) as well as serotonin–norepinephrine reuptake inhibitors (SNRIs). LFO noted that the Public Employees’ Benefit Board (PEBB) and the Oregon Educators Benefit Board (OEBB) already include menopause support, but the bill will increase costs by expanding covered drugs outside many carriers’ current formularies.
LFO estimated additional costs of approximately $1,100,000 for PEBB and $291,077 for OEBB. The dash A3 amendment adopted by the subcommittee adds other-fund expenditure limitations of $1,100,000 for PEBB and $291,077 for OEBB. LFO stated the benefit would take effect for policies issued, renewed or extended on Jan. 1, 2026.
The subcommittee adopted the A3 amendment and voted to move HB 3064 as amended to the Ways and Means Full Committee with a due-pass recommendation. Representative Del Cerf Bloem and others on the record thanked bill sponsors and supporters; no objections were recorded in the transcript for the motion.
If enacted as amended, HB 3064 will expand mandated coverage for perimenopause and menopause treatments and create modest cost increases for state plan budgets starting Jan. 1, 2026.
