The report recommended that the measure be suspended with reference thereto; Senator Durant moved to suspend Rule 36 to allow immediate consideration, and the Senate also suspended General Rule 12. Following those procedural motions the matter was referred to the Committee on Municipalities and Regional Government for further consideration.
