Representative Carver said the bill requires app stores to verify age, link a minor’s account to a parent’s account and require parental consent before a minor may “sign a contract, before they can download an app, before they can purchase a subscription, or purchase anything inside of an app.”
Representative Amade, identifying herself as a co‑author, asked Carver for a brief summary of the bill’s current condition; Carver said the conference text was “probably 85 or 90%” of the original House version and that some Senate additions—such as language referencing gaming platforms, headsets and IVR—were reconciled in conference.
