Commission approves Dewberry CEI task order for Glenwood CDBG‑DR project

The Panama City Commission approved a task order June 10 authorizing Dewberry Engineers Inc. to provide construction engineering and inspection (CEI) services for the Glenwood CDBG‑DR infrastructure project, up to $359,840.
Public works staff explained the CDBG‑DR (Community Development Block Grant–Disaster Recovery) grant for Glenwood requires CEI oversight and that, because the grant pays CEI costs for this sponsored project, it is appropriate to engage the design engineer to serve in the CEI role. "The grant requires CEI over this project and the grant also goes further in pays for the CEI of the, of this particular project," staff said.
Why it matters: CEI is intended to ensure that construction follows design plans, produces accurate as‑built records and meets grant and regulatory requirements. Staff also noted the value of as‑built documentation for future maintenance and GIS records — an issue the city has faced after years of limited investment in underground infrastructure.
Vote and next steps: The commission approved the request by roll call vote (5–0). Staff said in‑house CEI staff are being reserved for other projects that are loan‑funded; using an outside CEI on the CDBG‑DR project preserves in‑house resources for loan‑funded work. The CEI consultant will monitor construction, maintain project records and coordinate with the project manager under the terms of the task order.
