The Duarte City Council on June 15 adopted Resolution 25‑14 to amend the citywide salary schedule for two unrepresented positions: the assistant city manager/director of administrative services and the vacant human resources manager position.
Finance and administrative staff presented the resolution, which the report described as implementing a "purchasable" 5% salary increase, a $150 increase in auto allowance (non‑purchasable), a $100 increase in deferred compensation (non‑purchasable), and an annual performance bonus up to 3 percent payable after the December evaluation. The staff report said the adjustments were informed by an informal salary survey of comparable cities.
"I am recommending that we that council adopts resolution number 25 dash 14," Finance staff said at the meeting, framing the package as a mix of purchasable and non‑purchasable items to manage long‑term impacts.
Councilmember motion and second were moved and the roll call vote recorded the following: Councilmember Truong—Aye; Councilmember Lewis—Aye; Councilmember King—Yes; Councilmember Finley—Yes; Mayor Pro Tem Martin Del Campo—Yes; Mayor Garcia—Yes. Councilmember Calderon was absent. The motion carried unanimously among members present.
Councilmembers who spoke in favor emphasized retention concerns for senior staff and the unusual breadth of responsibilities held by the assistant city manager. The city manager said the change will be incorporated into future salary schedule updates and noted that similar amendments may come forward when contracts or other MOUs take effect.
