Council holds required AB 2561 hearing; city reports modest vacancy rates

As required by Assembly Bill 2561, the Lathrop City Council held a public hearing and accepted a staff report on the city's vacancy, recruitment and retention efforts ahead of the upcoming biennial budget adoption.
Human Resources Director Joanna Burns and Deputy City Manager Thomas Segar presented vacancy rates as of the report date: SEIU 6.94%, LMCEA 10.2% and LPOA 12.2%. Burns described recruitment incentives including a $2,093 monthly city contribution toward health care, tuition reimbursement up to $3,000 per year, a $10,000 forgivable loan for public-safety personnel to live in the city, signing bonuses and sworn-staff incentives.
Segar told council there is no state requirement to send the numbers to Sacramento; the obligation is to present the information publicly and let recognized employee organizations make a presentation if they wish. Council members questioned the utility of the hearing when no further state reporting is required; Burns said the hearing is procedural and would be timed ahead of the final budget adoption as the statute requires.
No employee organizations requested a presentation, and staff said no bargaining unit exceeded the 20% vacancy threshold that would trigger additional notification requirements. Council voted to adopt the resolution accepting the status report.
